Artificial Intelligence Assistants Provide ‘Misleading and Partial’ Voting Advice, States Netherlands Regulator

AI assistants are proving to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democracy just eight days before the country’s general election.

Study Shows Repeated Partiality in AI Suggestions

The four chatbots tested by the AP “often end up with the same two parties”, irrespective of the user’s question or command, the watchdog noted in a report published ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, even when the user’s input precisely aligns with the positions of these parties, the report indicated.

Official Warns Against Using AI Chatbots for Voting Guidance

The deputy head of the AP, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that might not correspond to their ideological beliefs, she emphasized.

“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against using AI chatbots for voting advice, as their functioning is opaque and hard to confirm.”

Election Context and Political Landscape

The Dutch head to the polls on October 29 in an electoral contest that will be closely watched around Europe for the showing of the PVV.

The right-leaning group of Geert Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors yet to make up their minds.

Every significant political faction have ruled out an alliance with the PVV, meaning the runner-up party is highly probable to provide the next prime minister.

Unintentional Bias Linked to AI Operation

The AP stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
